Health is a result of actions taken in different sectors; the health service system should conserve (with promotion and prevention activities) and recover health (with treatment and rehabilitation). For these purposes, the system should develop effective strategies for an individual as well as for groups of people at all levels. For a person exists the OHP (Obligatory Health Plan), and for groups there is the BAP (Basic Attention Plan), and there
are also activities for both sectors. In the year 2001 the city of Manizales had 368.867 inhabitants, living mainly in the urban area. Manizales´ population shows a dynamic and positive growth rate. Morbidity is centered on respiratory, teeth and genital organ diseases, traumas, and artery or vein wounds. Mortality, year after year, is mainly domained by cardiovascular problems (AMI), cerebrovascular diseases, homicides, mellitus diabetes, cancer (breast, cervix, and stomach) and traffic accidents. The BAP, concerning the epidemiological profile and the principal needs, is developing activities in the following
programs: Health Promoting Programs, Disease Prevention, Public Health Surveillance, and Environmental Health Programs. In order to offer any type of health services, the city of
Manizales has an excellent public and private system.
