On November 11, 1997, the 186 States UNESCO members approved
unanimously and by acclamation at the 29th Conference General the Universal Declaration on Human Genome and Human Rights,
after four years of work of the Legal Commission International Bioethics Committee (IBC) chaired by prof. Dr. Hector Gros Espiell,
Ambassador and Permanent Delegate of Uruguay to UNESCO. The CIB is chaired turn by Mme. No elle Lenoir, Council Constitution of France, and in it were two Spaniards Gonzalo Herranz teachers and
José María Mato.
