Article 153 dela Law 100 of 1993 defined quality as a guiding rule of public health service, from which the Assurance System Quality Health Care, established by Decree 2309 of 2002 and called then established as Mandatory health Quality System, and recently supplemented by Decree 1011 of 2006. in this work health Quality, become more important instruments, practical tools and manuals to support the health professional in making everyday decisions assistance and for health institutions, these tools become valuable aids for the effective requirements management audits that assess the care and administrative processes response. In the new course of higher education in Colombia, support that can and should provide universities to health institutions that are part of their agreements teaching-service, must respond to the needs of them and can offer proposals for standardization or creating the scientific basis to support the construction of priority manual processes.
