The study and analysis of public policies has historically focused on their formulation and evaluation phase of their results, with few efforts being made to understand their implementation phase, in which all the interactions that government action requires to be involved are immersed, the fulfillment of the
objectives.
Within the framework of this discussion, this article makes a theoretical exploration in order to characterize and argue the presence of organizational elements in the implementation of public policies. To this end, the author addresses the fields of policy and organizational studies whose links account for both formal and informal elements historically ignored by traditional currents of analysis.
