The production of construction materials for localities has gained great popularity in Cuba as a result of its growing demand for the manufacture and rehabilitation of homes. Although there are research centers with a sustained trajectory in order to increase the sustainability of the program associated with these activities, difficulties that affect it persist. Among these are the insufficient amount allocated as well as the lack of quality and inefficient distribution. Some bodies in charge of supplying them do not integrate the necessary actions to solve this problem. That is why this research focuses on the development of a Technological Observatory that favors the management and dissemination of information related to the issue of local production of construction materials. The software development process was guided by the agile XP methodology (eXtreme Programming) and the Yii 2 framework was used, providing security and a pleasant appearance for the user. The Apache web application server was used in conjunction with the PostgreSQL database management system. As a result of the research, a product was obtained that supports decision-making regarding the local production of construction materials.
